Context

The problem with the current 3PL model in KSA

HungerStation's 3PL model creates operational blind spots that cost money, create risk, and leave every stakeholder working without a shared system of record.

Current flow — no digital backbone
HungerStation

MISSING — no connection
🏢

HungerStation's blind spots

  • No visibility into whether 3PLs actually distribute gear to riders
  • No data on gear lifecycle — nobody tracks expiry or replacement timelines
  • Deduction disputes between HS and 3PLs are resolved with spreadsheets
  • Compliance checks happen but are disconnected from gear records
  • Cannot score or rank 3PLs based on operational performance
🚚

3PL pain points

  • No proof of gear distribution — when a rider says "I never got it", the 3PL has no defense
  • Deduction overcharges from HS with no audit trail to dispute
  • Rider clearance is manual — gear returns tracked in notebooks
  • No way to demonstrate compliance to HS or regulators
  • Each 3PL reinvents the wheel with 20-50 riders
The solution

One platform. Three products. Every stakeholder connected.

The 3PL Operations License gives every partner the exact same digital tools that power Talabat's rider gear operations across 8 MENA markets — proven at scale.

2.0
Faster, optimized apps

1Clock In / Clock Out

Captains clock in and out with compliance verification built into the shift start.

  • Time and date stamp on every shift
  • Selfie verification at clock-in
  • Vehicle photo capture (cleanliness and compliance check)

2Rider Information Search

Find any rider instantly — two search methods for field flexibility.

  • Search by Rider ID
  • Search by Plate Number (synced via Rooster per rider)

3Configurable Questionnaires

Fully dynamic, logic-driven questionnaires that adapt to your compliance needs.

  • Dynamic question flows with conditional logic
  • Multiple question types (multiple choice, text, photo, rating)
  • Configurable from the backend without code changes

4Equipment Management View

During field checks, Captains see the rider's equipment record in real time.

  • Equipment issued to each rider (synced via Rooster)
  • Size, type, and lifecycle status per item
  • Flag expired or missing gear on the spot

5Accident Reporting

Structured accident reporting with media attachments and automatic Captain assignment.

  • Structured accident form with required fields
  • Photo and video attachments
  • Automatic routing to closest Captain

6Tutorial Content Section

Training materials available directly inside the Captain app — no switching between tools.

  • Upload video, PDF, and text training materials
  • Categorization and search functionality
  • Accessible from the Captain app at any time

7Incident Reporting

Report general incidents without needing a Rider ID or Plate Number — a dedicated button in the Captain app.

  • Simple static form for general incidents
  • Descriptive text and media attachments
  • No rider identification required

8Geo-Location

GPS capture with every check — plus geo-fencing and heat map visualization, same as Talabat.

  • GPS coordinates captured with each compliance check
  • Real-time monitoring of Captain locations
  • Geo-fence zones with heat map coverage view

9Quests

Ad-hoc task assignments outside regular compliance checks — same as Talabat's quest system.

  • Assign tasks outside of regular check flows
  • Track completion and results
  • Connected to shift calendar — shows if Captain is on quest

10Shifts and Targets

Full shift management with daily and weekly target tracking.

  • Manage shift timings for all Captains
  • Assign daily and weekly check targets
  • Track progress against targets in real time

11Zoning

Define city zones, assign Captains, and get alerts if they operate outside their zone. Heat map coverage included.

  • Define city zones on a map
  • Assign zones to specific Captains
  • Automated alerts if operating outside assigned zone
  • Heat map visualization of zone coverage

12Dashboard and Backend Enhancements

Full OMS and compliance app overhaul — faster, optimized, with advanced reporting.

  • Modify questionnaires from the backend
  • Dashboard showing best and worst performing 3PLs
  • Violation report: missing, unhygienic, safety issues
  • Accept/reject/modify checks with auditor accountability tracking
  • Reports: checks completed, equipment defects, compliance rates, actions/deductions, Captain performance
  • OMS and compliance app 2.0 — faster and fully optimized
Why free? These upgrades strengthen the compliance layer that HungerStation already uses. When combined with the 3PL Operations License (paid by 3PLs), the entire ecosystem becomes more valuable — better compliance data, connected gear records, and a complete picture of 3PL performance. HungerStation gets a significantly upgraded product at zero additional cost.

Product 1 of 3

Inventory OS — from spreadsheet to digital backbone

Every piece of gear tracked from warehouse shelf to rider back to clearance. Photo-confirmed, timestamped, defensible.

Rider onboarding in 40 seconds

Search the rider by ID. The app displays each eligible gear item one by one. Select sizes, confirm issuance, take a photo of the rider with all received items. The entire kit is digitally assigned.

If an item is out of stock, the app tracks the gap and unlocks the missing item exchange when stock arrives.

Kit issuance flow

Photo-confirmed gear acceptance

Every gear handoff requires a confirmation photo and a digital checklist. The rider and the 3PL both have proof of what was distributed, when, and in what condition. This is the single artifact that settles deduction disputes.

Gear acceptance

Clearance — riders leave, gear comes back

When a rider's contract ends, the clearance process records every returned item. Returned gear is categorized: reusable (back to stock), disposed, or transferred to another rider. Missing items trigger automated deductions with photo evidence.

Clearance process

Stock management at a glance

Each 3PL gets a real-time view of their warehouse stock per SKU, per size. Weekly stock checks, correction requests that flow through OMS approval, and top-up ordering to the central warehouse.

Compliance auditor — field checks connected to gear data

HungerStation's Captains already use this app. With the 2.0 upgrade (delivered free), compliance checks now link directly to gear records, geo-locations, quests, shifts, and a full performance backend.

Three-category rider checks

Every field check covers Appearance (uniform, branding, ID), Hygiene (cleanliness, food safety), and Vehicle (condition, plates, safety equipment). Each question is scored, every answer timestamped, photo evidence captured.

With the 2.0 upgrade: configurable questionnaires, rider search by plate number, and equipment view showing what gear the rider actually has.

Rider check

Captain performance scorecard

Every Captain is measured on a weighted scorecard: number of audits (monthly target), accuracy (rated by supervisor with accept/reject/modify tracking), rider survey scores, ad-hoc quest completion, and attendance via clock-in/out.

The dashboard surfaces the best and worst performing 3PLs, violation reports, and full compliance rate breakdowns.

Rider Hub — the rider-facing layer

Riders book their own gear appointments, view their assigned equipment, report accidents, and check in when they arrive. No phone calls, no walk-ins, no chaos.

Self-service appointment booking

Rider enters their ID, selects the service they need (new gear, exchange, clearance, size swap), picks an available time slot, and confirms. The 3PL warehouse sees the booking in the Inventory App and can prepare in advance.

Riders can reschedule or cancel. No more riders showing up unannounced.

The flywheel effect: 3PLs pay 100 SAR/month → they onboard riders digitally → gear lifecycle data flows into the platform → HS gets aggregated visibility → HS uses data to score 3PLs → top-performing 3PLs get rewarded → more 3PLs adopt → data gets richer → HS gets more value — without paying a single riyal more.

Compliance 2.0 upgrade
How the mandate works: HungerStation mandates that all 3PL partners use the Boolanga Operations License as a condition of their partnership agreement. Each 3PL pays their own license fee of 100 SAR/month. HungerStation receives the full Compliance App 2.0 upgrade and aggregated data dashboard at no cost.
For the 3PL: 100 SAR/month is less than the cost of a single disputed deduction. One prevented overcharge pays for an entire year of the license. And for the first time, the 3PL has legal-grade proof of every gear transaction.
